RTO Office on Saturday(Apr 4th)

I got up early this saturday to get my driving license.
I reached RTO office @ 8:30 and they said it will open @ 9:30.

I just went for a breakfast and small ride on my bike by the time it was 9:25.
I came back to RTO and waited there for five minutes but none of them turned up.
Atlast they came at 9:45 and started their procedures and I got my Driving License form and
I paid the sum Rs 400 for getting two wheeler + four wheeler license.Now they wanted some proof for
ID and address proof , So I just went home got all the evidence that are necessary , by that time it was 10:40.

I came back to the RTO office and waited for the driving inspector and he came at 12:10 , I went to the driving inspector showed him all the proof and he asked me to get a copy of RC , Pollution Control Certificate and Insurance. I took a copy of it and went to his place there were too many driving school people who were flattering this inspector.We were two people who come without any driving school influence.I went to him showed him all the proof, everything was fine for me, for the other man he asked him to get Pollution Control Certificate. Now that man did not were to get it and went to a driving school person and paid him some bribe for him and now the inspector called both of us to see the riding test.We went to the near by ground and the other started and failed his test by leaning his leg down , he called me and I completed the test successfully.
The other men was full of frustration after being paid the bribe.They wanted to take a photograph of mine I went there and was standing in a big queue.Every one there completed all the formalities and one guy come and announced that "who ever has come from driving school please come and collect your license tomorrow".After that announcement no one was there in the place.I was alone there sitting a bench and a lady there told the other men to process my license quickly.

I don't know why almost all the people pay nearly 700 rupees to get their license.I was the only person on that day get my license without any other influence/bribe.
